Job Title: Grants and Agreements Compliance Coordinator

Location: Remote

Department/Division: Finance

Status: Regular Full-Time, Salaried (Exempt)

Schedule/Hours: Full-time (M-F). 40 hours/week with additional hours as needed.

Reports To: Director of Compliance, Contracts, and Legal

Travel: 10%

Compensation: Full-Time, 40 hours/week within a flexible schedule. Competitive pay with a benefits package that includes health, dental, vision and supplemental insurance, paid vacation, sick leave, designated holidays, and 401k retirement for qualified employees.

Position Summary:

ACE has complex program offerings and diverse funding sources, including state, federal and foundation funding. The organization places a significant importance on adhering to contractual obligations, spanning from application to close-out stages, program budget tool management, invoicing compliance review and federal reporting, requiring this role to focus on the finance and compliance aspects of grants and agreements. Reporting to the Director of Compliance, Contracts, & Legal, the Grants and Agreements Compliance Coordinator will aid in ensuring ACE's compliance with all contracts and agreements, providing training and guidance to staff throughout the organization on financial compliance policies and processes. Additionally, they ensure ACE delivers accurate and timely reports as stipulated in agreements and contracts.

Essential Functions and Responsibilities:

  • Review all ACE partner agreements to ensure compliance with financial, accounting, billing, and reporting requirements.
  • Log, track, and maintain necessary data and requirements into the agreement tracking records.
  • Maintain all Large Special Project Agreements alongside the Director of Contracts Compliance and Legal.
    • Coordinate with Invoicing and Reporting Compliance Specialist and all Program Stakeholders appropriate to each special project to ensure proper financial tracking, compliance, and timely submission of reimbursement requests.
    • Develop customized financial and compliance tracking tools for each special project in collaboration with Program stakeholders.
  • Aid in conducting periodic audits of submitted invoices to review for allowable costs and compliance, promptly communicating any potential issues to the Director of Contracts Compliance and Legal.
  • Assists the Director of Contracts, Compliance, and Legal in providing guidance to the organization's program leaders and staff regarding agreement management.
  • Assist the Director of Contracts, Compliance, and Legal with training, supporting and monitoring all program/division leaders and staff to ensure award requirements and compliance standards are met across the organization.
  • Assist Division Directors with federal and non-profit grant submissions including responsibility and budget review and technical support of submission.
  • Oversee and coordinate the accurate and timely submission of all required reporting elements (SF425s and applicable Performance Reporting) serving as the primary contact for requested responses.
  • Respond to inquiries from staff, partners and contractors as needed.
  • Draft for review and ultimately facilitate the distribution and training of policy and procedure documents related to compliance as required.
  • Assist in streamlining, organizing, and maintaining a repository for Compliance, Contracts, and Legal needs within the existing ACE database
  • coordinate with Technology to develop new compliance and financial tracking systems within the ACEApp Technology, adapting them as organizational needs evolve.
  • Aid in the coordination with Program and Finance to develop policies associated with budget tools and new technology, ensuring they are updated at least quarterly or as needed.
  • Other related duties as assigned.

Performance Measures

  • Ensure ACE is fully compliant with all partnership agreements.
  • Ensure all compliance reporting is filed timely and accurately.
  • Manage all Special Project Agreements Efficiently.
  • Ensure internal database applications are fully utilized and optimized for reporting and compliance.
  • Ensure repository and databases are maintained and up to date.
  • Work closely with the Finance Team to ensure collaboration with the Contracts and Compliance Team.

Required Experience and Qualifications:

  • Bachelor's degree with 3-5 years of progressive work experience or Associates degree with 5+ years of progressive work experience, demonstrating increasing responsibilities.
  • Previous grant management experience in a non-profit setting.
  • Proven track record in grants management particularly ensuring compliance and accurate reporting for government and foundation grants.
  • Knowledge of agreement management, basic accounting and financial management procedures.
  • Experience with CFR 200 and OMB Guidance including familiarity with negotiated indirect cost rates preferred.
  • Technology savvy with experience with database management and financial software.
  • Must be able to take initiative, work independently, and actively contribute to collaborative efforts.
  • Keen analytic, organization and problem solving skills that allow for strategic data interpretation versus simple reporting.
  • Passion for creating guidance documents, contract management, and adept at resolving complex issues.
  • Strong interpersonal and communication skills with a proven ability to effectively convey key data to diverse audiences.
  • Ability to work across departments and collaborate effectively towards a common goal.
  • Proven ability to work independently and be a positive, contributing member of a team.
  • Demonstrate sensitivity, understanding and an ability to effectively engage individuals (internal and external) from diverse cultural, socioeconomic, ability and ethnic backgrounds.

Physical Demands, Work Environment and Working Conditions

  • Physical Demands: Requires frequent sitting, standing, walking, using hands to handle or feel, reaching with hands and arms, talks and hears. Manual dexterity required for use of computer keyboard/mouse and other office equipment. Required to stoop, kneel, climb stairs, and/or crouch.
  • Vision Requirements: Requires close, distance, peripheral and depth perception vision as well as the ability to focus.
  • Weight Lifted or Force Exerted: Frequently moves up to 10 lbs., occasionally moves up to 25 pounds.
  • Environmental: Mainly indoor, office environment conditions; indoor air quality is good and temperature is controlled.
  • Noise Environment: Moderate noise such as in a business office with equipment and light traffic.
  • Travel: This position may require domestic travel.

Compensation: Starting annualized salary of $52,000 to $60,000, based on experience

Benefits: ACE offers competitive medical and ancillary plans (health, mental health, dental, vision and other supplemental benefits). ACE Staff members are also eligible to participate in ACE's retirement plan with a 2% employer contribution.

Holidays, Vacation, and Sick Time: As an ACE staff member, you will be eligible to accrue up to 80 hours of paid vacation time annually during your first two years of continuous employment, then it increases to 120 hours annually. ACE observes 13 paid annual holidays (floating holiday flexibility). ACE provides 10 days (or 80 hours) of paid sick time annually.
